Permissions (from option in view role list and from view permissions in system menu) cleaned up quite a bit. Can give it another clean-up much later on if more permissions are added and cause a similar UI problem.
Added 2 new groups to put group and center portfolio functionality into - and did some alignment changes.
Notes:
Could add task to highlight alternate rows and/or columns for permission groupings shown in the default tabular way (but didn't try to do it for this work).
Some non-read transactions are missing their associated maker-checker permissions (this can be easily seen on the when viewing role permissions). However, as some (like accounting related) might not require them I didn't make any changes.
