Now it is allowing to close active client while "Transfer is in Progress" state (ie,Transfer of client from one office to other).
It would be better if closing of client is allowed after "rejecting the client transfer" or "undo of client Transfer".
Because if client is closed in transfer in progress state, the active loans and savings attached to that client will be in transfer in progress state only.
