Because of data scoping, an office read service would only return the offices under the current users Office Hierarchy.
However, there is a use case (like transfers) wherein a user might need the ability to view details of all offices in the organization, the office api has been updated for the same by adding an optional query parameter (includeAllOffices).

Pre-Condition:
1. Create two offices "Mysore" and "Shimoga" under parent office as Head office.
2. Create one user for Mysore Branch as "managermys" and other for shimoga as "managersmg".
Test Data:
Transfer Client from Shimoga branch to Mysore branch.
