Updating this issue to represent different types of recurring fees we want to support:
1. Charge definition should support the fee 'recurring' every installment with due date matching installment due date
2. Charge definition should support the fee 'recurring' monthly on a given date (the date needs to be indicated when defining the charge

CEDA microfinance pass on the cost of bank fees to the loan. This is typically a fixed amount for each installment in the loan.
so 12 installments x 1500Ush = 18,000Ush
So in the system, need to be able to define a charges that is a 'fee' and is due for collection 'per installment' for a flat amount (1,500Ush)
If the loan was re-structured in the future, the bank fees would correspond to the number of installments in re-structured loan
