The first part of the issue is done (a new API command=proposeAndAcceptTransfer has been added which acts as a wrapper over the propose and transfer API's). We can now get the desired workflow by turning on Maker checker for the same.
Have not yet modified the API's to also have intra branch transfers yet, will get around to the same in a separate Jira issue

The current Client transfer functionality asks the initiating user to provide the target branch, the receiving user will decide on the target group/loanofficer.
We would like to be able to optionally already provide destinationGroupId and staffId in the first step, to allow a real maker/checker workflow where a head-office will approve the transfer.
