What I fear is that this is actually a design decision bring over the same constraints from old mifos in this functionality area. This was done in old mifos to as the whole loan schedule functionality was tied to holidays and if someone edited or added a holiday in the past or deleted a holiday it meant 're-scheduling' all the loans it affected (and what do you do with loans that are no longer active, was that holiday incorrect?)
Ashok will be able to explain more what you can't edit or delete holidays which of course you would expect to be able to do.
