Recurring fees for savings needs to be extended to include the following
1) Support a new recurrence of type "monthly"
2) Ability to set recurrence frequency (so we can setup quarterly fees, half yearly fees etc by specifying a recurrence pattern of "n" months)
3) The recurrence date (only date for monthly and both month and date for yearly) can be specified at the time of charge creation, overridden per savings product and optionally overridden at each savings application for maximum flexibility
4) In case the date for monthly recurrence does not appear for a particular month (say the 31st etc, the batch jobs should take care of applying it on the last calendar day of the month. We should able to manually pay the same on any day too)
