Adding a watch files parameter to ignore everything under the bower_components directory helped with the CPU usage dramatically. On my machine it has gone from nearly 25% sustained to almost zero.
I have attached the before and after output from "grunt watch --verbose" to demonstrate that only bower_components files were excluded.
Upgrading to Node 10.31 did not appear to have an impact.
