I can't reproduce this issue. I added a new loan and tested that can be added to a client. Afterwards I edit the loan and enter a date in the past so as to make it inactive. After this, the loan is no longer listed in the Product drop down list as expected.
If you can still reproduce this, please add screen shots of the specific loan product you are having issues with.
