The scope of the filter on clients is the clients who are visible on the current page. It might be useful to expand the scope to filter all clients. If this has performance implications, perhaps a drill down starting at office could work as an alternative.
The 3rd image attached provides an example of not being successful locating an existing client (Minnie Mouse) because her name does not appear in the visible list of clients.
For consistency , similar changes are required for Centers and Groups pages
