I believe the goal is to eventually make all CURRENCY_ID columns NOT
NULL. For now, I believe what happens is the application falls back to
the default currency for any null CURRENCY_ID fields.

Ah, that's probably my fault, I think I built the release war without
the "continuous_integration" maven profile. I think Hudson or birch was
building something else, and I needed a new build of /branches/1.5.x
right away, so I went ahead and built it on my own machine, forgetting
about the special profile used on the ci server. D'oh! Mifos v1.5.0.1
will have the localized properties files (a 1.5.0.1 release candidate is
building right now on Hudson). I think we missed that because we didn't
do the standard "diff to the last release war" that we usually do.

Ah, yes, good call. One idea is to allow folks to place use custom
properties files in a location outside the exploded war, like:
/home/user/.mifos/i18n/Meeting_en_LB_almaj.properties
Then, in Mifos, you'd configure your locale as "en_LB_almaj", and Java
i18n would fall back gracefully to "Meeting_en_LB", then "Meeing_en",
then simply "Meeting". This mechanism also eliminates the need for what
we currently call "labels" in Mifos.
