Hello, I experienced the same PermGen Out of Memory errors with a local install of Mifos until trying Lukasz's suggestion (which I'd originally found via the wiki page here: http://mifosforge.jira.com/wiki/display/MIFOS/PermGen+Out+of+Memory) - after which all problems were resolved.
I haven't seen the exception thrown since I added this in, anyway, whereas before my copy was pretty much unusable. Hopefully you will see something similar once you give the suggestion a go.
