No, the account statements work isn't in this BI 1.3.1 release. I didn't ask Lukasz and Jakub to put it in. That was an oversight on my part.
However, I did make it separately available a while ago https://groups.google.com/group/mifosusers/browse_thread/thread/ce77b27cb845ff60/edacff7f16ee7511?lnk=raot&pli=1 They don't run off the DW, Ed... but they wouldn't run directly in Mifos when Pentaho Report Integration happens as they are not Pentaho Reports.
