“Cloud computing” is one of the most hyped ICT concepts of the last 12
months. Yet behind the hype Cloud is already enabling fundamental changes
in the way governments and the private sector design and procure ICT
services. It is not just that Cloud is reducing costs. It is also changing
the dynamics of the ICT market, creating opportunities for innovation and
new entrants, and enabling local SMBs to compete with global leaders. It is
also challenging conventional ICT governance and procurement – and
governments need to learn how to use the new market to their advantage.

This event will give participants a strategic view of the issues and
opportunities of Cloud; discuss what it could offer Africa - not least in
enabling innovation led by the SMB sector and in allowing governments and
businesses to adopt modern ICT without massive up-front investment and by
using available skills in a more leveraged way; and suggest how traditional
procurement strategies need to be adapted to take best advantage.

Speaker Bios:

Andrew Stott, Senior Consultant, ICT Sector Unit, World Bank

Between 2004 and 2009 Andrew Stott was UK Government’s Deputy Chief
Information Officer and Chair of its Chief Technology Officers’ Council. In
this strategic cross-government role he personally led the work on the UK’s
e-government, open source, cloud computing and procurement strategies and
on supplier performance improvement. He led the joint government/industry
team which first set out the vision of the UK “G-Cloud” and the strategy
for creating it. He previously worked in Director-level IT roles in both
strategy and large-scale implementation, as well as in other senior civil
service roles in public policy, finance and programme management. He is a
graduate of the University of Cambridge where he studied both Mathematics
and Law.

Following his formal retirement in December 2010 he has continued to advise
UK Ministers on open data and e-government policy. He also advises other
governments both bilaterally and as a senior consultant to the World Bank.
His work with the Bank has included work on strategic cloud issues in
Moldova, Macedonia and Georgia, as well as projects on Open Data and Open
Government in these and other Bank clients.

Stela Mocan, Government CIO and Director of eGovernment Center, Moldova

Stela Mocan has helped lay the foundations for the National e-Governance
Transformation Agenda and create the Moldova e-Government Center in August
2010. Currently, Stela leads a fast growing team of 14 people with the
mission to improve public services through technology. Prior to
establishing eGC, Stela was adviser to the Prime Minister. From 1998 to
2008, Stela has worked in international development organizations like
UNDP, USAID, and IRI, where she has built extensive expertise in the areas
of democracy building and governance, political party strengthening and
women's empowerment, civil society and local economic development in
Moldova. While earning her Master in Public Administration from Harvard
University's Kennedy School of Government, Stela was also a Mason &
Kokkalis Fellow. She also received a post-graduate diploma in Political
Science from the National School of Political and Administrative Studies in
Romania.
