Hi Miguel,
It is a bug. I created Jira issue for that:
https://mifosforge.jira.com/browse/MIFOS-5729.
As a workaround, you can set "Can create new loan account in Submit for
approval state" and also "Can define hidden/mandatory fields". If you have
those two permissions in your role then you don't have to use admin role.
