Subramanya,
I realized that I didn't actually have the maker/checker global permission
turned on but once I had maker/checker globally set to true and activate
client as a maker checker task, I still was able to successfully activate
the client during client creation bypassing both the user permission
setting as well as the maker/checker workflow.
