Dayna,
If these are fresh installations and no products currently use the currency
that you're trying to remove, simply add another currency and then remove
the USD. Mifos has to have one currency that's "allowed" so that's why
you're getting the error if you're removing USD when no other currency has
been defined.
I tested this out on a fresh install and that's how it worked for me.
