Thanks, it worked, I recreated the system user in the database and the 
rescheduler jobs are now running and penalties have been applied on overdue 
loans.

If you deleted the system user you need to add it back, you can do that from 
the database since the user has no role using the command (give appropriate 
values):

 

INSERT INTO `m_appuser` (`id`, `office_id`, `username`, `firstname`,

All that's already done. The issue is that the scheduler jobs are not running, 
even the one for backdating overdue penalties. I am unable to get them running.

So if u created the charge after creating the loans then you will have to add 
this penalty one by one.
but the subsequent loans will automatically pick this up during loan application
