+1 to Victor's question. Also: Is the dumpfile literally 0 bytes long, or does it contain some garbage text / error messages?
When you say "Mifos"... you mean Mifos X, right? Can you share why you're dumping the db? Is this for a routine backup, are you trying to upgrade to 24.12, or something else? Are you planning to upgrade to 24.12? Finally, you might have better luck going directly to MariaDB or MySQL companies/communities for support with this particular issue.
