No, no, no, no.

1) MetaROUTER doesn't exist on the CCR platform.  MetaROUTER only exists for 
MIPSBE and PPC CPU architectures, and on PPC, it only works on single-core CPUs.

2) Even if it did, RouterOS MetaROUTER guests always match the OS version of 
the host.  You cannot run a different version of RouterOS inside a MetaROUTER 
instance than what is running on the host.  If you upgrade RouterOS on the 
host, RouterOS is also upgraded on all of the MetaROUTERs.  Also, the packages 
installed on the guest are the same as the ones installed on the host.  (This 
is by design; the MetaROUTER guests share the exact same kernel and userland 
with the host in order to save on disk space / so that there aren't multiple 
copies of RouterOS maintained, one for each MetaROUTER.  You would quickly run 
out of disk space if this were not the case.)
