Could it be unhappy about autoneg? If it's in auto with its' partner,
try setting both sides to your desired link rate.

our packet loss. Only issue is I can’t figure out why it is happening.
This counter only shows up on port 11,12 and 13, I’m not sure why its
dropping packet, tried turning on and off flow control, but i am not
getting any errors anywhere so not sure what this counter is counting.
