Why not just block client to client communications on the AP? 
 On the UBNT AP go to advanced tab and check box "Enable Client Isolation". 

  
 No more abuse of your AP unless they can manage to hook up one device to 
one AP and one device to another. 
  
  
 There is no simple way to block local traffic since it's not going through 
the router so if they cast from a tablet to a chromcast device this traffic 
never hit your router, the above will block that traffic if they both are 
on the same AP. If they are on separate APs you will have to block that 
traffic on the Switch that the APs are plugged into.

Lots of people are abusing the fact that I allow peer-to-peer connections 
on my APs (Ubiquiti).  

They are tying up bandwidth sending video, and then if they have a poor 
signal they are complaining to me.  

I want people to use a local router and set up a LAN on their boat, rather 
than using my WAN as their own personal LAN.  

   

I would like to block Chromecast but not restrict peer-to-peer.  

   

According to some information I found,  the Chromecast protocol  uses a UDP 
transmission to 239.255.255.250 on port 1900 for its discovery.  

How would I block that on the Mikrotik Hotspot?  I know I should be more up 
on firewall rules but I never can find the time to get deep enough into it.
