We have done it both ways. On CPE you will never have any trouble until it comes time to upgrade speeds to all customers. Also the load on the router is something to consider when queuing using simple queues. An RB750 can handle 20 people. A Hex lite maybe 50. The RB3011 will handle 200. We use hotspot mode with our billing solution and simple queues are generated automatically for each customer. Nice thing now is a speed change can be done in our billing system and pushed out automatically. We can change one person or a thousand.
