Sorry, for late response but had to put out a fire..

The CCR1016-12S-1S= does sorry for the typo.

The update on this is that it wasnt the router after all I had a PSU that was failing for the connected Access points.

I did discover that setting the port statically doesnt work at all. It will link but nothing gets received. I tried flow control on or off with no affect.

The only way it sustains is by setting speed in autoneg. All ports are copper sfp ports.

It is the x86 Powerv3,Powerv4 I have major issues with when using copper sfp ports.
