Mikrotik does not sell an upgrade any longer. If you have nlevel3, you may even have trouble finding a vendor selling those licenses. MT has made it hard on vendors to resell that license, because to resell them, you have to purchase them from MT in 100 lots. Since there isn't a lot of call for level3...well, you get the idea.
