If you have any Unix expertise, Dummynet will do exactly what you are
wanting.

"Delay

The propogation delay of the pipes can also be controlled and can be set
to any desired value ain milliseconds. The documentation states that the
queueing delay is independent of the propogation delay.

ipfw pipe 1 config delay 100ms
This command sets the desired propogation delay to 100ms."
