The overseer script runs automatically and will only generate an emails
if one of the following is true
1. A user has moved into the next alert percentage (50+% 75+% 90+% 100+%)
2. It is the end of the month and all usage reports are being sent.
If there is any error sending the manual usage report email you will see
it appear in the log just after (up to 1 minute after) you've run the
script.
