[Mikrotik] ether 1 down then up

We have been running into weird issues of the interfaces going up and 
down on the 450g.  We change the surge and it starts working for a 
couple days then it happens little at first then it gets worse and 
worse.  There is no lightning storms.  We tried changing the boards, the 
surge, and powersupply.  We took the Surge off and left it (b/c we don't 
have anymore time to mess with it).  We don't know what else could be 
the issue.  We notice the problem now that we have ver 5 and you can log it
