I followed this guide and made a queue for every dscp mark. http://wiki.mikrotik.com/wiki/DSCP_based_QoS_with_HTB
The firewall mangle rules have packets for dscp 0, 42, 46 and a mere twelve packets on 48. Mark 42 appears to be their VoIP traffic. Nothing for 26. Not sure if I was told incorrectly or not, but it seems to be doing its job.
