I *think* that if you set max-sessions lower than the number of
current connections it won't accept any more until it drops below what
you set it to.  You could have a script that sets max-sessions to
something low when you've hit 500 across all ACs on that box and then
raise them again when you get to a threshold.  Seems a bit hacky
though.

I'm using multiple ACs and new sessions load balance quite happily
across 4 of them.  Are your ACs connected to the same switch, same
length patch cables etc. so that one shouldn't have any advantage in
responding quicker than the other?
