You won't need to add the user admin.  You can just:
/user set admin password="Jeckle"

> add address="" comment="Customer Read Only" disabled=no group=read
> name=csadmin password=hyde

This one should work.  If it isn't, what version are you trying this on?
Also, you may need to test this from the cli and ensure it works there
(it should).
