When running legacy versions of ROS, I generally stick with the highest revision in a series. For 4.xx, that is 4.17. We've got quite a few MT routers running 4.17 without issue.

However, all of the x86-based routers happen to be on 5.21 right now. I think (in our case) all of our x86-based routers are using a fairly new Intel ethernet controllers, that require 5.xx. So don't take that as gospel.
