Per IP is when you have many active IPs. If there's only one - then just
set limit-at=64k on your queue, so it won't limit speed until reackes
64kbps. For many IPs seems like you need to create one queue for each IP
and do the same

for example, i have 192.168.10.0/24 i want it to always ensure 64kbit/s
upload, but if much is available then let it go,  otherwise dont let it
get
less thant 64kbit/s
