I should state that I want the traffic going both directions (from the NOC and 
to the NOC) to take this "other" path

We have a situation where I need to split the load from a tower into 2 
different directions.

Here is the scenario...

Tower C is fed by Tower A and Tower B.   Right now the OSPF weights on Tower C 
make all the traffic flow through Tower A and the BH is nearing its capacity.   
Tower C also feeds Tower D and Tower E.   I want the traffic coming to Tower C 
FROM towers D & E to prefer through OSPF to go through  tower B (NOT tower A).

I am not exactly sure how to accomplish this...
