Do you have any config in that section? I have not seen any issues with either exporting configs but I have no custom config in that area.
Mikrotik haven't got completely down on eliminating default / blank config lines but this section is not one I have seen. I would take a close look at that section for any characters etc that could cause issues with exporting.
