Your “body” parameter seems to be missing a close quote.  Maybe that’s the 
issue.

I use

      /tool e-mail send file="$filename.rsc" to=“[email protected]" 
body="Backup file attached.\n\n" subject="Auto-export $subject”

and it has worked fine in every release.
