Console access to RouterOS via USB-to-RS232: yes.  I've used Prolific 
chipset-based RS232 converters and they work great on all RouterBoards with a 
USB port (even ones that also have a built-in serial port: you can add a 
second!)

Console access to RouterBOOT: absolutely not.
