Most direct:

/interface ethernet disable ether7
/interface ethernet enable ether7

Goes without saying that the interface has to be currently named ether7.  If it 
has been changed:

/interface ethernet disable [find default-name=ether7]

will change ether port #7 no matter what it is named.
