If it is a shared drive, then you can set up a local package repository and use it for you MiKTeX updates. A local package repository can be a local network resource: \\ComputerName\SharedFolder\Resource

No, it contacts the web service at api2.miktex.org to get the list of valid URLs.

What does it do when it cannot reach the internet to lookup the list
of mirrors?

It fails.
