        The U.S. Embassy in Jakarta is seeking an individual for the position 
of Human 
        Resources Assistant, Pos. No. C54207, in the Human Resources Office 
(HRO).

        BASIC FUNCTION OF POSITION:

The incumbent is responsible for administering Health and Retirement
benefit programs for FSNs.  Under direct supervision of the Human
Resources Assistant, No: N54-205, incumbent is to administer portions
of the FSN Health Plan and is fully responsible for Optical Plan. 
Works closely with procurement agent to protect integrity of the
optical plan.   Responsible for the accuracy of membership lists for
all health plans (including optical).  Assists employees injured on
the job, to file appropriate claims.  Serves as a focal point of FSN
Health Program and Optical Benefit.  Handles complaints from employees
regarding claim payments and problems and brings to the attention of
the insurance provider or optical company.

QUALIFICATIONS REQUIRED: 

        NOTE: All applicants must address each selection criterion detailed 
below with
        specific and comprehensive information supporting each item.
        
1.      College graduate or three (3) years of secretarial school is required.
2.      One (1) to two (2) years of experience in
administrative/secretarial duties is required.
3.      Level IV (fluent) English language ability (speaking, reading and
writing) and fluency in Bahasa Indonesia are required.
4.      Must have good knowledge of office management and procedures and
familiar with local medical and insurance matters.
5.      Ability to analyze cost/benefit of health/optical program.  Ability
to interpret regulations to protect employees' rights in injury cases.
6.      Must be able to work with Microsoft applications especially Word,
Excel, and Access or other corresponding applications.  Knowledge of
database operation is a must.
7.      Must have excellent communication and good interpersonal skills and
must be comfortable in dealing with people and able to work under
pressure.




SELECTION PROCESS

        When equally qualified, Eligible Family Members (EFMs) and U.S.
        Veterans will be given preference.  Therefore, it is essential that
the candidate address
        the required qualifications above in the application.
                
ADDITIONAL SELECTION CRITERIA:

1.      Management will consider nepotism/conflict of interest, budget, and
residency status in determining successful candidacy.
2.      Current employees serving a probationary period are not eligible to 
apply.
3.      EFMs who currently hold a FMA appointment are ineligible to
apply for advertised positions within the first 90 calendar days of
their employment.

DEFINITIONS:

1.      EFM: US Citizen spouse/dependent of U.S Federal Government employee
or U.S. Military Service member, either residing with the sponsor or
residing overseas apart from the sponsor solely because the employing
agency does not authorize family members to reside at the sponsor's
current post assignment.  EFMs who voluntarily reside overseas at
posts other than the sponsor's post of assignment are considered U.S.
citizen residents for purposes of employment under this SOP.

2.      Family Members (FM): U.S citizen spouses (or unmarried dependent
child at least age 18 but under 21), on the travel orders of an
American foreign or civil service employee or military service member
permanently assigned to a U.S. foreign service post abroad.

3.      Ordinarily Resident (OR): A citizen of the host country or a
citizen of another
        country who has shifted the main residency focus to the host country
and has the
        required work and/or residency permit for employment in country. 

4.      Not-Ordinarily Resident (NOR): Typically NORs are US citizen EFMs
and family members of FS, GS, and Military Personnel who are on the
travel orders and under Chief of Mission authority, or other personnel
having diplomatic privileges and immunities.
