I believe the speed of reading a zip file table-of-contents is more-or-less
independent of the zip file size.

Maybe; no promises.  Because we need it to be part of a commercial
solution, we need to package all the Perl dependencies for all of the
UNIX platforms we support, and doing that plus QA'ing the whole thing
is time-consuming.
