The output of the "mount" command (without options) might help. I tried the
same command on my Solaris 9 box, and it worked fine.

Dear all
i am unable to add another swap space on Solaris 9 Sparc Platform on root
partition
bash-2.05# mount -F tmpfs -o size=300m swap /var/spool/MIMEDefang/
mount: /var/spool/MIMEDefang is already mounted, swap is busy,
or the allowable number of mount points has been exceeded
i can successfully add more swap if it some other partition .but not /
i can aslo add file based swap . but it not which is required :(
any advice
