All,

I can see function like
 
  action_notify_administrator($message)
  action_notify_sender($message)

but not

  action_notify_recipient($message)

Now I wonder is there any reason for this?

I want to notify the recipient (if the recipient is in OUR domain)
that I killed a message for a reason.

If I want to do this do I need to include the smtp tools
or is there any other way of sending some email message to 
the recipient?
