This is a spamassassin rule not a mimedefang configuration file. Typically you would just place the file in /etc/mail/spamassassin and then restart spamd or restart mimedefang depending on your local installation.
The file you have below is readable by anyone so I don't see that a permissions issue will be a problem. Regards, KAM > Thanks..
