This is on debian? You should have a 3-5 second delay from sendmail starting, pausing, then starting mimedefang. If mimedefang restarts it should have a 3 second delay on the restart. These are the defaults on debian. I annoy debian maintainer on a regular basis...
Try putting in a delay between sendmail/mimedefang start. Do 10 seconds just to be sure. Manually start with the delay.
