I would agree that this is wrong if the invalid hostnames are from networks beyond the colleges control. However, if the invalid HELOs are using IPs/Domains in the colleges own network then I would say this is perfectly valid and no more wrong than what most of us do here, which David already spelled out (we block "BOGUS HELOS" in the same manner that David mentioned with one exception.... I store the results in a state file that gets examined only if a user fails authentication later on). So, I would have to say... "it depends."
