Are you the administrator of the machine in question? If not, you might want to get the admin on the case. If you are, you might want to do some reading or get a consultant in to help you out. I don't mean to sound unfriendly, but I'm pretty surprised that someone who seems to be in charge of running a UNIX mail server for an ISP doesn't know what a run level is.
