For those following along, NOVRFY has no effect on whether recipients
are checked on actual messages. All it does is prevent a remote user
from verifying an address without trying to send you a message. (As a
result, people have turned to starting to send a message, then dropping
the connection before DATA. Annoying, but another issue entirely.)
