Handled by sendmail.
Sendmail can block by total message size, and that is how this is
generally implemented. If you actually want to check the size of each
mime part, that would be milter work, but I've never heard of anyone
doing that. That would for example reject a message with one 3-meg
part, but allow a message with ten 2-meg parts.
