Without a doubt, yes.  Allowing abuse to leave your network is not
acceptable.  Alot of the abuse we deal with today would disapear overnight
if everyone started to follow BCP.  No spoofing if all networks implemented
RPF, spam would be massively reduced if all networks implemented port 25
filtering, ratelimiting and content filtering on their relays.
